Odisha: NHRC closes case of death of a girl after payment of Rs 10L as compensation

Bhubaneswar, Dec 19 : The National Human Rights Commission on Tuesday closed a case pertaining to accidental death of a girl after it was informed that a compensation of Rs.10 lakh has been paid to the father of the deceased girl.
Human Rights Activist Rabundra Mishra has drawn the attention of the NHRC on the death of a 17-year-old girl who was crushed to death under a steel pipe at a box drain project site carried out by the Water Corporation of Odisha (WATCO) in Cuttack on May 30 last.
The petitioner had demanded adequate compensation to the victim’s family.
Pursuant to the directions of the Commission, the Deputy Commissioner of Police, Cuttack had stated that a case was registered on receipt of casualty menu from Dr. Avinash Mahapatra.
During enquiry EO visited the hospital, conducted an inquest over the dead body and sent the dead body for autopsy.
It was revealed from the inquiry that on May 30 at about 3 PM while the deceased was passing under the iron pipe under construction site which is a restricted zone, suddenly a heavy iron pipe fell on the deceased.
She was rescued from the accident spot and shifted to Hospital, but she was pronounced dead at the Hospital.
After the postmortem examination, the relatives of the deceased demanded compensation and after negotiation they were compensated with Rs. 10 lakhs by the concerned official.
However, the Commission maintained that the Police report is vague on the point to whom the payment was made. The mode of payment and proof of compensation are also missing in the report.
Hence, the Principal Secretary, Housing and Urban Development of Odisha government and the Commissioner of Police, Cuttack were directed by the Commission to submit a report within six weeks.
The DCP, Cuttack had submitted a report to the Commission stating that the compensation amount of Rs. 10 lakhs were received by the father of the deceased N. Krishna Das from the construction agency L&T Ltd.
The commission on Tuesday then closed the case after the payment was made to NOK and its mode has been clarified by the authority and clarified that no further action will be required.
