No more ruckus in Odisha assembly over Guv’s speech, question hour: Speaker

Bhubaneswar: Odisha Assembly Speaker Surjya Narayan Patro today said the members will no longer be allowed to create ruckus in the house during the Governor’s address
and Question Hour. The Speaker said, the decision was taken at the two-day All India Presiding Officer’s conference
held in Shimla on November 16 and 17 last.


The Conference asked the Speakers to inform the members about the decision. Speaker Surjya Narayan Patro said the issue would be discussed with the members at the all party meeting scheduled to be held on November 29 prior to the commencement of the winter session of the state Assembly
on December 1 next.


Opposition Chief Whip Mohan Majhi however said they would oppose it if the Speaker raised the issue at the all party meeting. The winter session of the state Assembly would be held observing all Covid 19 protocols. The members and staff will have to undergo RT-PCR and Antigen test and those tested negative would be allowed to participate in the proceedings of the house. The winter session of the state Assembly is scheduled to commence on December 1 and continue till December 31.


As per the notification issued by the state Assembly the first supplementary statement of expenditure for the year 2021-22 will be presented on the inaugural day of the session and the Appropriation bill will be tabled on December 10 next.
