Ministers not present for laying papers, Congress raises issue again in Rajya Sabha

New Delhi : The Congress Party on Friday once again raised the issue of ministers not being present in Rajya Sabha for laying of official listed papers, and termed it as disrespect to the House.

Senior party leader Anand Sharma raised the issue and asked if specific permission was taken and granted for the absence.

If not, why the minister was absent when papers were listed for being tabled in the House, Sharma asked.

His party colleague and former Finance Minister P Chidambaram had raised a Point of Order on Thursday to bring up the issue.

“We can understand the Parliamentary Affairs Minister occasionally laying a paper on behalf of his colleague who is unable to attend the House for some reason. But every day we find the Parliamentary Affairs Minister lays the papers for half a dozen Ministers. Those half a dozen Ministers don’t respect the Rajya Sabha,” he had said.

In response to this, Deputy Chairman Harivansh Narayan Singh, who was in Chair, had said that the arrangement had prior approval and was taken in view of Covid-19 situation.

Parliamentary Affairs Minister V Muraleedharan has more often than not tabled various papers on behalf of his cabinet colleagues.
