Bhubaneswar, Sep 25 : The opposition BJP and the BJD members paralysed the functioning of the Odisha Assembly for a major part of the day on Monday following protest and counter protest.
In the pre-lunch session the house functioned only for 23 minutes due to ruckus inside the well of the house.
During the period, Chief Minister Naveen Patnaik read out a statement and the Leader of opposition J N Mishra and Congress Legislature party leader Narasingha Mishra spoke but nothing was audible due to the protest.
As the house plunged into a chaotic situation, Speaker Pramila Mallick adjourned the house six times- twice in the pre-lunch session and four times in the post lunch session.
The speaker first adjourned the house at 1033 hours till 1130 hours and again at 1150 hours till 1600 hours.
After the house reassembled at 1600 hours, to take up the business listed for the day, the BJP members again rushed to the well and continued their agitation and slogan shoutings.
Unable to run the house smoothly,the speaker adjourned the house at 1601 hours till 1630 hours and convened an all party meeting to resolve the deadlock.
Subsequently the house was adjourned thrice till 1705 hours .
But it failed to resolve the issue as the BJP members continued their protest.
Finding no other options, the Speaker asked the members and ministers concerned to present their reports, move motions and introduce bills as per the business schedule and then she adjourned the house at 1800 hrs till Tuesday.
The BJP members were protesting against the rejection of notice given by them by the Speaker for a debate on the admissibility of an adjournment motion without assigning any reason and non inclusion of question relating to the Secretary to the Chief Minister
They created a ruckus over the issue and demanded a clarification from the Chief Minister as to who is superior, the Minister or the Secretary?.
Amid furore, Chief Minister Naveen Patnaik read out a statement during zero hour clarifying the issue raised by the Opposition stating that the Ministers are not required to attend the grievance cell of the Chief Minister Office ( CMO).
The BJD members also shouted and created ruckus while the Leader of Opposition Jaya Narayan Mishra and Congress legislature Party leader Narshingha Mishra stood up to say something.
The BJD members alleged step motherly attitude of the centre towards the state and delay in construction of the Cuttack -Sambalpur National Highway.
