It was first implemented in Dhenkanal and Jatni municipal bodies on an experimental basis.
The Joint Secretary, Housing and Urban Development, Sharda Prasad Panda, has written a letter to the 23 civic bodies to implement the application.

The city mission managers of the 23 municipal bodies concerned will act as nodal officers for the immediate implementation of the Mukta Soft Scheme, and the ‘Help Desk’ at the SUDA Department will monitor the project work on a daily basis.
However, it has been clearly stated that all valid projects should be uploaded by December 10 and 60 percent of these projects by December 20.
