Bhubaneswar, Oct 3: The bye-election to Dhamnagar (SC) Assembly Constituency will be held on November 3 next, the Election Commission of India (ECI) announced on Monday.
The seat fell vacant following the death of BJP MLA Bishnu Sethi on September 19 last.
Chief Electoral office sources here said as per the schedule announced by the Election Commission of India, the gazette notification for the by-election will be made on October 7 and November 14 has been fixed as the last date of nomination.
Scrutiny of Nomination papers will be made on November 15 and the last date for withdrawal of candidates is November 17 next.
Polling will be held on November 3 and the counting of votes will be made on November 6 next. The election will be completed before November 8, 2022.
The electoral rolls as on January 1, 2022, will be used for the bye-election.
The Commission has decided to use EVMs and VVPATs in the by-elections in all the polling stations. An adequate number of EVMs and VVPATs are available and all steps have been taken to ensure that the polls are conducted smoothly.
The model code of conduct shall come into effect with immediate effect in the district in which the whole or any part of the constituency going for election is included.
Candidates with criminal antecedents are required to publish information regarding their criminal antecedents in Newspapers and Television channels on three occasions during the campaign period.
Political parties are also required to publish the background and criminal antecedents of their candidates in Newspapers, Television channels and on their websites on three occasions.
The ECI said since there has been improvement in covid situation, it has been decided to follow the advisories issued by the Union Ministry of Health and Family Welfare from time to time.
It said during the process of bye-election there should be a continued focus on five-fold strategy— Test, track, treat, vaccination and adherence to covid appropriate behaviour.
