Lucknow: Amidst protest by Congress and Samajwadi Party members, Yogi Adityanath government presented supplementary budget along with vote on account for the next fiscal 2022-23 in both houses of Uttar Pradesh legislature on Thursday.
As Finance Minister Suresh Kumar Khanna stood to table the supplementary budget and vote on account in the house, Congress and SP members stormed in the well raising slogans. They were demanding discussion on the SIT report on the Lakhimpur Kheri incident and dismissal of Union Minister of State for Home Ajay Kumar Mishra Teni.
The finance Minister presented the budget and read out the agenda after which Speaker Hriday Narain Dixit adjourned the house initially for half an hour and was later extended by nearly one hour and 15 minutes.
The government presented the second supplementary budget of Rs 8,479.53 crore for the current fiscal. Besides it also presented for the first four months of the next financial year 2022-23 of Rs 1,68,903 crore in the house. In the supplementary budget presented in the house the state government has paid special attention to workers of the unorganised sector. It has made a provision of Rs 4,000 crore to be given as allowance to workers of unorganised sector.
It has also made provision to hike pension of Divyangs, senior citizens and farmers. Rs 670 crore has been earmarked for pension to farmers and old age pension. A provision of Rs 10 billion has been made for UP Power Corporation limited. Besides, additional Rs 185 crore has been earmarked for ‘Har Ghar Bijli Yojna’ (electricity to every house) scheme.
The government has allocated Rs 150 crore to the information department. Rs 10 crore each has been for Kashi Vishwanath and Ganga darshan and UP Gaurav Samman Puraskaar. Finance Minister Suresh Khanna in his budget speech said that receipts of Rs 5,44.836.56 crore were expected in 2022-23. Of this Rs 4,53,097.56 crore would be from revenue head and Rs 91,739 from capital head.
These receipts will include Rs 89,174 crore public debts and Rs 2,565 from loans and advances. Of revenue receipts of Rs 4,53,097.56 the government would get include Rs 2,08,655 crore as revenue, Rs 1,26,383.61 crore as state share from central taxes, Rs 23,406.48 cr as non tax revenue and Rs 94,652.41 cr as assistance grant from the central government.
Of estimated receipts from public debts include Rs 2,500 cr from the central government and Rs 86,674 crore from other sources. The finance minister said that expended of Rs 5,45.370.69 crore was estimated in the interim budget for the year 2022-23. These include expenses of Rs 4,15,198.95 crore under revenue head and Rs 1,30,174.74 crore under capital head. The finance minister tabled four ordinances in the house as well.
